AI in Federal Source Selection: Defensibility at the Speed of Mission

How agencies can use AI in proposal evaluation without increasing bid protest risk.

Agency executives feel the tension between program officials demanding procurement speed to keep the mission executing, and Source Selection Evaluation Boards (SSEBs) requiring time to build a record that can survive a bid protest. The cost of waiting

When it comes to adopting AI in source selection, the safer-feeling path is to slow down, add guardrails, and wait for the legal landscape to settle. I respect the instinct. I also think senior leaders need to be honest about the price tag of slow adoption. Stalled modernization. Growing evaluation backlogs. Delayed awards. Millions of taxpayer dollars are sitting in a queue and millions of hours wasted in downtime during the pre-award phase.
